  18. <p>     Prime Minister Toshiki Kaifu came out punching when the
  19. campaign for this month's legislative elections began in the
  20. lower house of the Diet last week. Kaifu deftly defended his
  21. ruling Liberal Democratic Party against corruption charges and
  22. attacks on the ten-month-old consumption tax. Conceded
  23. Socialist leader Takako Doi: "He's done his homework."
  24. </p>
  25. <p>     The L.D.P., which has ruled Japan for 35 years, lost its
  26. majority in the upper house last July. It has a fighting chance
  27. of winning enough seats in the lower house to form a Cabinet.
  28. </p>
  29. <p>     But even if he wins the election, Kaifu, 59, may lose his
  30. office. Many Old Guard L.D.P. luminaries believe a victory
  31. would be an invitation for them to resume control of the party.
